The Movement was created in October,1998 and registered by Moscow Head Department of Justice, registration number 9919 of October, 26 1998.

The main idea was to create a non-state structure directed towards public purposes:

• domestic enterprises support and solution of social problems,
• improvement of normative-legislative base and law-imposing practice,
• destruction of interdepartmental and administrative barriers,
• development of market economic mechanisms, especially in the field of real property turnover and attraction of investments.

From the moment of its creation, the Movement is headed by Dr. Sergey O. BOCHKOV. The Movement has organized its central departments according to their activity directions and begun creation of its regional network.

Guidelines of the Movement activities:

• Assistance to enterprises in solution of various problems:
  • ownership registration and ownership protection,
  • adduction of the documents (including the documents dealing with privatization) in conformity with legislation requirements,
  • monitoring of agreements execution,
  • documents examination by experts,
  • presentation of client interests in the court and state organs.

  For solution of such problems there has been created the Legal Department which works in close contact with experts from state institutions and a number of law companies.

• Analysis of the acting legislation problems.
• Revealing the gaps, non-linkups, barriers to the development of economy, imperfections of law-imposing practice.

  The Movement actively cooperates with the proper committees of the State Duma and the Federation Council of the Federal Assembly of RF, ministries, committees and federal services. The Movement conducts joint seminars and round tables, takes part in bringing up and putting the finishing touches to bills and departmental normative acts.

• · The Movement conducts conferences, round tables, seminars for discussing and decision making on the most important legal and economic problems, brings the problems of market participants to the representatives of state authorities who participate in market regulation and scientists stimulation for solution of vital problems related to organization of economy.

  Round tables are conducted not only in Moscow. In the April 2000 with support of regional administration, the round table "Problems of real estate market at the regional level" was held in the city of Vladimir, RF. Planned for Autumn, 2001 French-Russian Congress on Property Problems is currently under preparation.

• · Assistance to enterprises in attraction of investments.

  For this purpose the Movement is creating the investment projects database (IPD) - the idea supported by the Council of Federation. The Movement, by their own specialists power, renders assistance in preparation of business plans and additional forms in accordance with the standards of potential investors, provides link-ups with investors and assists in negotiations, legal support of investments, choice of optimum favorable taxation schemes. The Movement also renders assistance to investors in optimum, from their criteria standpoint, financial resource allocation, carries out organizational and legal accompanying of investments, investor rights protection. The Movement contributes to the development of international cooperation in the field of investments. Information on investment offers is published in Internet in Russian, English, German, French languages, as well as spreads through other channels.

• · Organization of scientific research work (NIR) on legal and economic themes, including the problem of mathematical modeling of development of economy at the federal and regional levels.

  For solution of the above-mentioned problems the Movement created the Institute of Privatization and Property Relation Problems". As to NIR problems and research-studies preparation, the Movement cooperates with a number of scientific and educational institutions. The Movement also supports research work in the field of information technologies and automation of the structures activities participating in the market regulation.

• · Conducting the complex actions for information support of enterprises and organizations, their product and projects promotion on the market (PR- actions).

  Support includes creation of information reasons, contacts with mass-media representatives, preparation and promotion of the material on press, radio and TV. This work to be aimed at the maximum development of domestic production, strategic investors interest protection, maintenance of balance between public interests and interests of the private companies under the priority of state interests. The work includes information support of those public figures, whose interests lie in the scope of state interests protection and upswing of domestic economy.

The Movement has three printed organs:

• Journal "Legal regulation of real estate market" (registration certificate no. A-1565 of April, 9 1999).

  The editorial board includes representatives of federal and Moscow organs of state authority, scientific and business circles.

  In Russia the journal is the only non-departmental professional publishing devoted to real estate legal and economic problems.

  Its primary task is to provide an independent tribune for stating economic and legal problems, to work out approaches to their solution, to ensure a debate on the most important problems in order to find the optimum decisions for the society, including dynamics of legal system development, economic and investment priorities, optimum degree of state participation in the economy. Journal gets greater and greater spreading in regions.

• Electronic Internet - resource "GazetaSNG" which represents in the real scale of time the most important economic, political and cultural news of C.I.S countries and where analytical and discussion materials are published.

  Purpose of this publishing is to provide interested mass-media with unceasing tape of news, including those coming from our own correspondents, building the united information space for drawing closer the legal and economic systems of the C.I.S countries.

• Newspaper "Moscow Domovoy" (registration certificate no. A-1259 ) is designed for Moscow citizens and devoted to the problems of real estate market , housing and communal services reforms, other burning problems of the townsmen life.
